The Tobacco and Vapour Products Control Act and its regulation set 19 as the minimum age for tobacco products in British Columbia, ban the sale, advertising or promotion of tobacco to anyone under 19, require point-of-sale age-warning signs and restrict tobacco display and promotion at retail. Retailers apply the 19 rule to rolling papers. The federal Tobacco and Vaping Products Act classes papers intended for use with tobacco as a tobacco product and bars furnishing them to anyone under 18. BC defines tobacco by reference to smoked or chewed forms, so whether papers fall within the provincial definition or are captured only federally is a point Skins has referred to counsel.

Cannabis rules in BC: adults 19 and over may possess up to 30 g of dried cannabis in public and grow up to four plants per residence, provided the plants are not visible from public spaces; landlords and stratas may restrict growing. Consumption is generally permitted where tobacco smoking and vaping are allowed and in designated smoking areas, but not in parks except some designated areas and campsites, at playgrounds, sports fields, skate parks and pools, inside public buildings and workplaces, within 6 m of doors, windows, air intakes and transit stops, or in vehicles. Vancouver's bylaws are stricter than the provincial baseline.

Vancouver has a long tobacconist tradition, with counters downtown, along Commercial Drive and in Kitsilano, plus convenience stores on most commercial streets and one of the largest licensed cannabis retail networks in the province, both government BC Cannabis Stores and LCRB-licensed private stores, all of which may sell accessories to adults 19 and over. Expect papers to be out of open display and expect an age check. Victoria's downtown and Fernwood carry the same mix at a smaller scale. Surrey is served mainly by convenience chains and gas bars along its arterials; Kelowna has a compact downtown tobacconist and convenience cluster and a strong private cannabis retail presence.

The coast and the Interior make different demands on a thin paper. In Vancouver and Victoria the air is damp for most of the year; a booklet left open on a windowsill takes on moisture until the leaf loses its snap and the burn drags. In Kelowna and the Okanagan, summer air is dry, and a leaf left out dries to the point where it cracks along the fold and the gum line loses its tack. The handling is the same in both places: keep the booklet closed, keep the pack out of direct sun and away from heat, and moisten the natural gum lightly rather than soaking it.

A low-mass sheet has less fibre to swell in damp air and less to dry out inland, which is why an ultra-thin paper is the sensible choice across BC. Papers are a tobacco product federally, so the Tobacco and Vaping Products Act sets the promotion rules Skins follows in BC: no lifestyle association, no testimonials or endorsements, no depiction of a person, character or animal, nothing appealing to young persons, no sponsorship, no free product or inducements. What is permitted is factual information and brand-preference promotion in places or communications young persons cannot reach, with point-of-sale signage limited to availability and price.

Provincially, the Tobacco and Vapour Products Control Act and regulation add the retail layer: no promotion visible to minors, mandatory age signage, and display restrictions. LCRB rules keep cannabis-store promotion inside the store. Skins supplies retailers with material that stays within all of this. One federal question is under legal review: on a plain reading the Tobacco Products Appearance, Packaging and Labelling Regulations apply standardized packaging to every tobacco product at retail and s.79 requires any paper intended for use with a tobacco product to be white with a matte finish. Skins has sought written confirmation from Health Canada on how those provisions apply to rolling papers before BC packaging is finalised.

A BC retailer stocking Skins sells at 19 under the Tobacco and Vapour Products Control Act, posts the required age-warning signage, keeps the product within the provincial display limits, and uses point-of-sale material that states no more than availability and price. Skins packs carry bilingual product identity and net quantity under the federal Consumer Packaging and Labelling Regulations, so nothing further is needed for BC. GST at 5 percent and PST apply at retail; there is no federal excise duty on papers and no excise stamp.

Stock reaches the province through licensed distributors serving the convenience and tobacco trade. Skins does not offer free product, contests, rebates or gifts tied to purchase, since TVPA s.29 prohibits them. British Columbia's crossings lead into Washington, which has run licensed adult-use cannabis retail since 2014, and into Idaho and Montana. Rolling papers are a lawful consumer good on both sides and may be carried either way; the United States applies a 21 age rule to papers under federal Tobacco 21, against 19 in BC. Cannabis may not cross the Canada-United States border in either direction, even between BC and Washington, and attempting it is an offence in both countries.

Buy papers where you are and keep the pack sealed for the drive. Anything that is not paper stays on the side of the border where it was bought.
