There is no statutory minimum age for rolling papers in Thailand, because the Tobacco Products Control Act B.E. 2560 (2017) does not reach them. Section 26 of that Act prohibits selling tobacco products to anyone under 20, but section 4 defines a tobacco product by its tobacco or nicotine content and makes no reference to cigarette paper, accessories or components. Skins and its Thai retailers apply 20 as policy, so the practical answer to the age question is 20, with ID at the counter for anyone who looks younger.

Cannabis is a separate story. The plant was removed from the Category 5 narcotics list on 9 June 2022 and had not been relisted at review. Since 26 June 2025 cannabis flower has been a controlled herb under the Protection and Promotion of Thai Traditional Medicine Knowledge Act: sale only against a practitioner prescription (form PT33, at most 30 days' supply), from licensed premises with a trained practitioner present, with recreational sale prohibited and unlicensed sale punishable by up to a year's imprisonment and a THB 20,000 fine. Smoking cannabis in public is a public-nuisance offence under the Public Health Act, up to three months and THB 25,000. Extracts above 0.2 percent THC remain Category 5 narcotics.

Rolling papers are lawful to buy, carry and sell throughout Thailand as a general consumer good. Skins sells papers only and makes no claim about cannabis.

Bangkok is the primary market and the first city for Skins. Papers are sold at convenience stores on almost every soi, at tobacconists and general stores in Sukhumvit, Silom, Khao San and the old town, and at the larger markets. Because papers are not tobacco products, they are not caught by the retail display ban in section 36 of the Tobacco Products Control Act, but where a shop also sells tobacco, Skins point-of-sale material is positioned so it cannot be read as a tobacco display.

Chiang Mai's Nimmanhaemin and old city, Phuket's Patong and Phuket Town, and Pattaya's Second Road and Jomtien follow the same pattern: convenience chains for the basics, independents and tobacconists for the wider range. Tourist-heavy areas carry higher enforcement attention on cannabis, and Skins retail messaging there is strictly about the paper.

Skins reaches Thailand through a Thai importer of record and authorised retailers, with confirmed stockists published on the stock page as they go live. Buying direct from abroad is possible but expensive: since 1 January 2026 Thailand collects duty and 7 percent VAT on every e-commerce import from the first baht, so a booklet posted from Europe arrives with a customs charge attached.

Thailand's climate is the hardest test a thin paper faces in any Skins market. Outdoors, relative humidity is high all year and higher still in the monsoon months from roughly May to October; an ultra-thin sheet left open absorbs water within minutes, goes limp, loses its natural gum bite and burns slowly and unevenly. Indoors under air conditioning the air is dry enough to send a sheet the other way, brittle at the fold with gum that will not hold.

The handling rules are therefore strict. Keep the booklet closed and the pack sealed, ideally in a small resealable bag; keep it out of direct sun and away from a hot dashboard or a windowsill; and moisten the natural gum lightly, since the sheet will already be carrying humidity. A regular cross-weave watermark helps the burn line stay straight when the paper is damper or drier than the mill intended.

Skins is an ultra-thin, chlorine-free paper with a natural gum strip and a cross-weave watermark, 55 leaves to a booklet, in two weights: medium and lightweight. It is manufactured in Spain and every batch is verified in a UK laboratory. For Thailand the medium weight is the recommended everyday sheet; the lightweight is for an air-conditioned room and a careful hand. The Thai pack carries the same specification in Thai.

Imported goods sold in Thailand are label-controlled under the Consumer Protection Act B.E. 2522 and the Notifications of the Committee on Labels. The Skins pack therefore carries a Thai-language label, applied by the importer where the mill's print run is not already Thai, showing the product name and category, the trademark, the importer's name and address, the country of manufacture (Spain), the sheet count, the price in baht, and the manufacture or import date where practicable. Text is at least 2 mm high, or 1.5 mm where the label is smaller than 35 square centimetres, under the Committee on Labels Announcement No. 3 in force since 18 June 2023.

What the pack does not carry is a tobacco health warning. Papers are outside the Tobacco Products Control Act, so its section 38 packaging rules and the graphic warnings do not apply, and adding a tobacco warning voluntarily could invite treatment as a tobacco product. The pack does carry a 20+ age statement in Thai and English, which is Skins' policy rather than a legal requirement.

Every claim on the label, chlorine-free, natural gum, ultra-thin, verified in a UK laboratory, is identical in Thai and English and is supported by the current laboratory report, because the Office of the Consumer Protection Board can act on a false or exaggerated label.

Thailand runs one of the strictest tobacco advertising regimes in the world. Section 30 of the Tobacco Products Control Act bans all advertising and marketing communication of tobacco products, section 31 bans displaying a tobacco product's name or logo across print, broadcast, film, electronic media, computer networks, signage and events, and sections 32 and 33 ban brand-sharing. Penalties for manufacturers, importers and agencies reach a year's imprisonment and a fine of at least THB 1.5 million. Online sale of tobacco products is banned outright.

Rolling papers are outside the statutory definition, so Skins may present the paper itself, on this site, in store and through Thai retailers. What it will never do is show, name or allude to a tobacco product or brand, depict smoking, or put the Skins mark on anything that could read as tobacco brand-sharing, because any of those would risk the paper being characterised as tobacco marketing communication. Meta, Google and TikTok prohibit paid advertising for rolling papers everywhere in any case.

Cannabis references are excluded for a second reason: cannabis flower is a prescription-only controlled herb, and associating papers with it would breach both the 2025 notification's spirit and Skins' own rules. Thai-facing content is product-only, over-20, and written to be substantiated line by line.

Skins enters Thailand through a Thai-registered importer of record with Customs registration and bulk clearance, rather than cross-border parcels. Booklets are classified under heading 4813 of the ASEAN Harmonised Tariff Nomenclature; the applied MFN duty rate for that line could not be confirmed from an official source at review, so the importer obtains a written rate confirmation from a licensed broker or an advance ruling before the first shipment. There is no EU-Thailand trade agreement in force, so no preferential rate applies. VAT is 7 percent on the CIF value plus duty. Papers attract no tobacco excise, and they are not on the Ministry of Commerce or Excise Department restricted import lists.

At retail, a Thai shop needs no special licence to sell papers. Skins asks its retailers to apply the 20+ policy, to keep Skins fixtures physically separate from tobacco products, and to avoid any price signage that could be read as tobacco price communication under section 36 of the Tobacco Products Control Act. Point-of-sale material is product-only and bilingual, Thai and English.

Marketplace policies on rolling papers at Shopee, Lazada and LINE Shopping had not been verified at review and are checked before any listing.
