The minimum age to buy rolling papers in Ohio is 21. Federal Tobacco 21, in force since 20 December 2019, applies to papers because the FDA regulates them as a component or part of a tobacco product under its 2016 deeming rule. Retailers check photo ID for anyone who appears under 30, may not distribute free samples and may not sell papers from vending machines outside adult-only venues. Ohio adds no separate statute for papers.

Cannabis law in Ohio has moved twice in three years. Issue 2 legalised adult use from 7 December 2023, and adult-use sales began through licensed dual-use dispensaries on 6 August 2024 under the Division of Cannabis Control. Senate Bill 56 then replaced the voter-initiated chapter from 20 March 2026 and tightened public-use and product rules. At the time of writing, adults 21 and over may possess up to 2.5 oz of plant material and 15 g of extract, counted cumulatively with home-grown cannabis, and may grow six plants per adult, twelve per household. Use in public is not permitted; smoking and vaping are restricted to private property with the owner's consent. Medical access dates from 2016.

Columbus is the state's largest city and its retail follows the university and the suburbs: convenience stores and petrol stations along the outerbelt for the mainstream sizes, smoke shops around campus and the Short North for thin and king-size formats, and dispensaries with accessory shelves across Franklin County. Cleveland's tobacconists downtown and in the near-west neighbourhoods carry the wider range, and the city's corner stores keep papers behind the counter. Cincinnati, on the Kentucky border, has a cluster of smoke shops near the university and a strong convenience-store network; because Kentucky has no adult-use market, Cincinnati's dispensaries draw cross-river custom, but papers are sold on both sides of the Ohio River. Toledo and Akron follow the convenience-store pattern.

Skins removes the question by presenting the product identically in every state: a tobacco product component for adults 21 and over, with no cannabis imagery, leaf iconography or allusion in copy, packaging or point-of-sale material.

Ohio's cannabis advertising rules bind Division of Cannabis Control licensees, and Senate Bill 56 tightened product and promotion rules for them from March 2026. Those rules do not regulate an accessory brand directly, but where a dispensary stocks Skins, the dispensary's own licence conditions govern in-store promotion and Skins keeps its material to the paper and an age statement.
