The minimum age to buy rolling papers in England is 18. The offence sits in section 7 of the Children and Young Persons Act 1933, raised from 16 to 18 by an order in 2007, and it carries a level 4 fine with a due-diligence defence for retailers who can show they checked. Most shops apply Challenge 25, which means anyone who looks under 25 is asked for a passport, driving licence or PASS card. Proxy purchase, buying for someone under 18, is also an offence.

The Tobacco and Vapes Act 2026 changes the test rather than the age. From 1 January 2027 it is an offence to sell tobacco products, herbal smoking products or cigarette papers to anyone born on or after 1 January 2009. Section 50 of the Act defines cigarette papers as anything intended for encasing tobacco or herbal smoking products so they can be smoked, which is exactly what a Skins leaf is. Retailers in England will also have to display the age-of-sale notice set out in section 5 from the same date.

Cannabis remains a Class B controlled drug in England under the Misuse of Drugs Act 1971; a narrow specialist prescription route for cannabis-based medicines has existed since November 2018. None of that changes the status of the paper. Rolling papers are lawful to buy, carry and sell, and Skins sells papers only.

London has more places to buy papers per square mile than anywhere else in the country: independent newsagents on every high street, late-night corner shops, the tobacconists around Soho and the City, and the big supermarket tills. Ask for skins, king size skins or long skins and the person behind the counter will know what you mean; the word is where this brand takes its name.

Manchester's Northern Quarter and the streets around Piccadilly carry a dense cluster of independent shops, and the same pattern holds in Birmingham's Digbeth and around New Street, in Leeds around the Corn Exchange and in Bristol along Gloucester Road and Stokes Croft. Petrol stations on the M6 and M62 corridors stock papers as a matter of course, usually at the till rather than in the tobacco cabinet.

Skins launches in England through age-verified UK online retail and through independent tobacconists and convenience stores that take the range. England's weather is the first thing to design a paper around. Relative humidity sits high through autumn and winter and rarely drops low even in summer, so paper stored in the open picks up water from the air. A damp sheet is limp to roll, the gum line goes slack, and the burn slows and wanders. The fix is simple: keep the booklet closed, keep the pack in a pocket or a drawer rather than on a windowsill, and use the natural gum with a light touch rather than a wet one.

The opposite problem shows up in centrally heated flats in January, when indoor air is dry enough to make a thin sheet brittle at the fold. A cross-weave watermark helps here; it gives the sheet a regular structure so the burn line stays straight even when the paper is at its driest.

It is made in Spain and every batch is verified in a UK laboratory. The lightweight sheet suits a steady hand and a dry day; the medium weight is more forgiving in damp conditions. Neither is flavoured, and neither carries any additive in the sheet.

The generational sale test is the headline, but the Act touches papers in several other places that matter in England specifically. Section 16 and Schedule 1 create a retail licensing scheme for England under which selling cigarette papers will need a licence once the scheme is commenced by regulations; no date had been set when this page was reviewed. Section 13 gives ministers the power to bring cigarette papers within display regulations in England, which today cover tobacco products only.

Part 6 of the Act lists cigarette papers among the products whose advertising will be prohibited once those sections are brought into force. Until then, marketing of papers in England is governed by section 21 of the CAP Code and enforced by the Advertising Standards Authority: no encouragement to smoke, no depiction of anyone smoking, nothing that appeals to under-18s and no reference that could be read as condoning illegal drugs. Skins writes to those rules today so that nothing on this site needs rewriting when Part 6 commences.

For a buyer the practical change is at the till. From 1 January 2027 the question is not whether you are 18 but whether you were born before 1 January 2009, and shops will check a date of birth rather than an age.

Any shop in England that already sells tobacco can sell Skins under the same age-of-sale routine: an 18 check now, a date-of-birth check from January 2027, and Challenge 25 as the working policy. There is no tobacco duty on papers, no track-and-trace code and no fiscal mark, so the product moves through a normal wholesale account rather than a bonded one. Import VAT at 20 percent applies, and the tariff line for booklets, 4813 10 00 00, carries no duty for Spanish-origin goods under the UK-EU agreement.

Point-of-sale material for rolling papers is within the CAP Code, which is unusual, so counter units and shelf talkers supplied by Skins are written to section 21. They show the product and its specification and nothing else. Retailers should keep the statutory age notice visible and, from 2027, the section 5 wording.
