The minimum age to buy rolling papers in Northern Ireland is 18, under Article 3 of the Health and Personal Social Services (Northern Ireland) Order 1978 as amended by the Children and Young Persons (Sale of Tobacco etc.) Regulations (Northern Ireland) 2008. Article 4A adds a proxy-purchase offence, so an adult who buys papers for someone under 18 commits an offence too. Shops apply Challenge 25 and must display the statutory notice that it is illegal to sell tobacco products to under-18s.

Retail is more formally regulated than in England. The Tobacco Retailers Act (Northern Ireland) 2014 requires anyone selling tobacco products to register, and district councils enforce it. The Tobacco and Vapes Act 2026, in sections 87 and 88 and Schedules 10 to 13, extends the register and adds a licensing scheme by Department of Health regulations; Northern Ireland-specific youth-protection provisions were reported to commence on 29 October 2026, and Skins is verifying the commencement order before launch. From 1 January 2027 the generational test applies: no cigarette papers to anyone born on or after 1 January 2009.

Cannabis remains a Class B controlled drug under the Misuse of Drugs Act 1971, with the 2018 rescheduling of cannabis-based medicines mirrored for Northern Ireland. Rolling papers are lawful to buy, sell and carry, and Skins sells papers only.

Belfast's independent shops cluster around the Cathedral Quarter, Botanic Avenue and the Ormeau and Lisburn Roads, and nearly all of them sell papers at the counter. The city's tobacconists carry the wider range, the forecourts on the Westlink and the M2 stock the standard sizes, and supermarket tills have the basics. Display rules in Northern Ireland cover tobacco products only, so papers are usually visible rather than hidden.

Derry's Strand Road and the streets inside the walls, and Lisburn's Bow Street, repeat the pattern at a smaller scale. Along the border, shoppers move both ways for everyday goods; Irish law applies south of it, so buy papers there under Irish rules and bring them back as an ordinary personal purchase.

Northern Ireland's weather is rarely extreme and rarely dry. Mild temperatures, frequent drizzle and cloud most days keep the air damp through the year, and an ultra-thin sheet in that air takes on moisture fast. A damp leaf goes soft, the natural gum loses its bite and the burn slows and creeps sideways. Keep the booklet closed, carry the pack in a dry inner pocket, and moisten the gum lightly rather than heavily.

Heated houses in January push the other way, drying a very thin sheet until it cracks at the fold. A cross-weave watermark gives the sheet a regular structure that keeps the burn line straight whether the paper is at its dampest or its driest.

Skins is an ultra-thin, chlorine-free paper with a natural gum strip and a cross-weave watermark, 55 leaves to a booklet, in two weights, medium and lightweight. It is manufactured in Spain and verified batch by batch in a UK laboratory. For an Ulster winter the medium weight is the forgiving choice; the lightweight sheet is the one for a dry room and a steady hand.

Three features set Northern Ireland apart from the rest of the UK when it comes to papers. First, registration: since the Tobacco Retailers Act (Northern Ireland) 2014 every retailer selling tobacco products has had to be on the register, and the 2026 Act extends that register and layers a licensing scheme on top by Department of Health regulations. Whether a papers-only shop must register is being confirmed with the relevant district council before Skins onboards any such stockist.

Second, proxy purchase. Article 4A of the 1978 Order makes it an offence for an adult to buy tobacco or cigarette papers for someone under 18. That is why a shop may refuse a sale when a younger person is waiting outside, even if the buyer is plainly over 18.

Third, enforcement. District councils, not a national agency, run test purchasing and prosecute breaches, and each council publishes its own guidance for retailers. Advertising is UK-wide: section 21 of the CAP Code applies now, and Part 6 of the 2026 Act will prohibit cigarette-paper advertising when commenced.

A registered tobacco retailer in Northern Ireland can stock Skins under its existing age-of-sale routine: an 18 check and Challenge 25 today, a born-on-or-after-2009 check from January 2027, and the statutory under-18 notice kept visible at the point of sale.
