Cannabis: adults 19 and over may possess up to 30 g of dried cannabis in public and grow up to four plants per household on private property, subject to landlord and condominium restrictions. Yellowknife is the market. Papers are stocked at the convenience stores and gas bars along Franklin Avenue and Old Airport Road, at a small number of specialist counters downtown, and at the designated private cannabis vendors, which admit adults 19 and over and may sell accessories. Expect an ID check if you look under 25 and expect papers to be with tobacco products, out of open display. Hay River and Inuvik are served by general stores and the NTLCC's online ordering; ranges are narrow, and in Inuvik restocking depends on the highway and, in freeze-up and break-up, on air freight.

Skins launches in the Northwest Territories with independent retailers in Yellowknife first, and will list any designated private cannabis vendor that carries the paper in its accessory range. Coverage at launch is nominal outside Yellowknife and depends on a Yellowknife distributor adding the line for the smaller communities. Yellowknife's winter air is among the driest a rolling paper will meet anywhere: cold enough to hold almost no moisture, with indoor heating running from September to May. A thin paper left open in a heated room or a vehicle cab dries until the leaf cracks along the fold and the natural gum line stops taking, and a booklet carried from minus forty into a warm building picks up condensation and then dries out again. Summer is short and bright, with long days and low humidity. The handling that works is simple: keep the booklet closed between leaves, keep the pack in an inner pocket or a drawer rather than beside the stove or on a dashboard, let it reach room temperature before opening it, and moisten the gum lightly rather than soaking it.

A low-mass sheet has less fibre to dry out and recovers faster after a temperature swing, which is the case for an ultra-thin paper in the North. Because papers are a tobacco product federally, the Tobacco and Vaping Products Act sets the promotion rules Skins follows in the territory: no lifestyle association, no testimonials or endorsements, no depiction of a person, character or animal, nothing appealing to young persons, no sponsorship, no free product or inducements. Factual information and brand-preference promotion are permitted in places or communications young persons cannot access, with point-of-sale signage limited to availability and price.
