Because papers are a tobacco product federally, the Tobacco and Vaping Products Act sets the promotion rules Skins follows in the territory: no lifestyle association, no testimonials or endorsements, no depiction of a person, character or animal, nothing appealing to young persons, no sponsorship, no free product or inducements. Factual information and brand-preference promotion are permitted in places or communications young persons cannot access, with point-of-sale signage limited to availability and price.
