The minimum age to buy rolling papers in New Jersey is 21. Federal Tobacco 21, in force since 20 December 2019, applies to papers because the FDA regulates them as a component or part of a tobacco product under its 2016 deeming rule. That brings the photo-ID check for anyone who appears under 30, the ban on free samples and the ban on vending-machine sales outside adult-only venues. New Jersey adds no separate rule for papers.

Cannabis law in New Jersey is set by CREAMMA and administered by the Cannabis Regulatory Commission. Adults 21 and over may possess up to 6 oz without penalty and may buy up to 1 oz per transaction from a licensed dispensary.
