The minimum age to buy rolling papers in Rhode Island is 21. Federal Tobacco 21, in force since 20 December 2019, applies to papers because the FDA regulates them as a component or part of a tobacco product under its 2016 deeming rule. Retailers check photo ID for anyone who appears under 30, may not distribute free samples and may not sell papers from vending machines outside adult-only venues.
