You must be 18 to buy rolling papers in Scotland. The offence is in section 4 of the Tobacco and Primary Medical Services (Scotland) Act 2010, and the same Act gives retailers a defence if they checked an acceptable document. Trading Standards services run test purchasing, and Scotland already operates a statutory Tobacco Retailer Register under section 20, so the sale of tobacco products is tied to a registered premises in a way it is not yet in England.

Two dates matter for 2026 and 2027. Section 52 of the Tobacco and Vapes Act 2026 amends the Scottish Act so that from 1 January 2027 no cigarette papers may be sold to anyone born on or after 1 January 2009.
