  • Not sexually titillating (CAP 21.7). Keep the register technical and product-led.
  • Meta, Google and TikTok ad policies name rolling papers as prohibited tobacco-related products; do not plan paid acquisition on those platforms. Organic accounts are permitted but must follow the same CAP rules and platform community standards.
  • Point-of-sale material for rolling papers is within CAP Code scope (unusually), so shelf-talkers and counter units must meet the same rules.
  • Scotland: the 2010 Act's display ban covers 'smoking related products' including cigarette papers in any shop where tobacco products are sold, subject to the 2013 display regulations; do not assume open display of Skins in Scottish tobacco-selling stores.
  • Prepare for Part 6 of the Tobacco and Vapes Act 2026: when commenced, publishing, designing, printing or distributing an advertisement for cigarette papers becomes an offence, with defences for trade-to-trade communication and replies to individual requests (s.125). Brand website and retailer listings should be reviewed against the regulations when they are made.
  • Age-gate the site at 18 now; plan for a date-of-birth gate that can apply the 1 January 2009 cut-off from 1 January 2027.

Advertising, display and the Tobacco and Vapes Act 2026

Because papers are outside the Tobacco Advertising and Promotion Act 2002, a rolling-paper brand can advertise in the UK today, but only within section 21 of the CAP Code, enforced by the Advertising Standards Authority.
