Washington applies the federal minimum age of 21 to rolling papers. Federal Tobacco 21 has been in force since 20 December 2019 and reaches papers because the FDA regulates them as a component or part of a tobacco product under its 2016 deeming rule. Retailers check photo ID for anyone who appears under 30, may not give away samples and may not sell papers from vending machines outside adult-only venues. Washington adds no separate statute for papers.

Washington has two climates separated by the Cascade Range. West of the mountains, Seattle, Tacoma and Bellevue sit in marine air that keeps humidity high from October to May and makes drizzle routine; summers are dry and mild.
