  • Sell only to adults 21+ and check photo ID for anyone who appears under 30 (federal Tobacco 21; 21 CFR 1140.14).

Maryland

Maryland voters approved adult-use cannabis in November 2022 and the law took effect on 1 July 2023, the same day converted medical dispensaries began adult-use sales under the Maryland Cannabis Administration. The medical programme dates to 2014. Rolling papers in Maryland: the rules

Maryland sells rolling papers to adults 21 and over. Federal Tobacco 21 applies to papers because FDA regulates them as a component of a tobacco product; retailers check photo ID for anyone who appears under 30, may not give papers away and may not vend them outside adult-only premises. Maryland adds no separate papers statute.

Cannabis has been legal for adults since 1 July 2023, when Question 4 took effect and converted dispensaries began adult-use sales under the Maryland Cannabis Administration. Adults 21 and over may possess 1.5 ounces of flower, 12 grams of concentrate or products with up to 750 milligrams of THC, and may grow two plants per household out of public view. Choosing a paper for Maryland

Maryland's climate is set by the Chesapeake Bay. Summers in Baltimore, Annapolis and the Washington suburbs are warm and humid from June into September, and an open booklet in that air absorbs moisture, softens, and burns slowly and unevenly. Winters are cold and, once the heating is on, dry, so the same booklet left open in January goes brittle and the natural gum loses its tack. Western Maryland around Frederick is a little drier and cooler but follows the same pattern.
