Rolling papers in Alberta: the rules
Alberta's Tobacco, Smoking and Vaping Reduction Act sets 18 as the minimum age for tobacco products, requires ID from anyone who appears under 25 when furnishing tobacco or vaping products, and restricts display and promotion at retail. Retailers apply the 18 rule to rolling papers. The federal Tobacco and Vaping Products Act treats papers intended for use with tobacco as a tobacco product and bars furnishing them to anyone under 18, so the two regimes align.
Cannabis: adults 18 and over may possess up to 30 g of dried cannabis in public and grow up to four plants per household. Retail is private, licensed by AGLC, which is also the sole wholesaler and licenses online sales through private retailers. Public consumption is prohibited wherever tobacco smoking is restricted, with additional cannabis-specific limits near schools, hospitals and places where children gather; in practice municipal bylaws are the operative rule, and many cities, Calgary among them, ban public consumption outright. Alberta has one of the densest private cannabis retail networks per capita in the country, and each AGLC-licensed store may sell accessories.
