Yukon's Tobacco and Vaping Products Control and Regulation Act sets 19 as the minimum age for tobacco products and regulates their use, sale, display and promotion; display is permitted only in premises that exclude anyone under 19. The federal Tobacco and Vaping Products Act classes papers intended for use with tobacco as a tobacco product and bars furnishing them to anyone under 18.

Cannabis: adults 19 and over may possess up to 30 g of dried cannabis in public and grow up to four plants per residence where the person normally lives. Papers are a tobacco product federally, so the Tobacco and Vaping Products Act sets the promotion rules Skins follows in Yukon: no lifestyle association, no testimonials or endorsements, no depiction of a person, character or animal, nothing appealing to young persons, no sponsorship, no free product or inducements. Factual information and brand-preference promotion are permitted in places or communications young persons cannot access, with point-of-sale signage limited to availability and price.

The territorial Tobacco and Vaping Products Control and Regulation Act adds the local layer: display of tobacco products is permitted only in premises that exclude under-19s, and promotion is regulated. Skins supplies retailers with material that stays within those limits. One federal question remains under legal review: on a plain reading the Tobacco Products Appearance, Packaging and Labelling Regulations apply standardized packaging to every tobacco product sold at retail, and s.79 requires any paper intended for use with a tobacco product to be white with a matte finish.
