Connecticut sells rolling papers to adults 21 and over. Federal Tobacco 21 reaches papers because FDA regulates them as a component of a tobacco product, and retailers must check photo ID for anyone who appears under 30. Free samples are prohibited, and vending machines may only be used in adult-only premises. Connecticut has no additional papers-specific statute.

Cannabis has been legal for adults since Senate Bill 1201 in June 2021, with licensed sales from 10 January 2023. Adults 21 and over may carry 1.5 ounces and keep up to 5 ounces locked at home or in a vehicle, and since July 2023 may grow six plants each, three of them mature, with a household cap of twelve. Retail is through hybrid and adult-use retailers licensed by the Department of Consumer Protection. Paraphernalia statutes turn on the intended use of an item and how it is represented, not on the item alone. Rolling papers are a lawful tobacco product component sold in every convenience store in Connecticut, and the state's cannabis advertising rules bind licensed cannabis businesses rather than accessory brands.
