Rolling papers are sold in Maine to adults 21 and over. The rule is federal Tobacco 21, which reaches papers because FDA regulates them as a component of a tobacco product. Retailers check photo ID for anyone who appears under 30, may not hand out samples and may not vend papers outside adult-only premises. Maine adds no separate papers statute.

Cannabis has been legal for adults since Question 1 in 2016, with licensed store sales from 9 October 2020 under the Office of Cannabis Policy. Adults 21 and over may possess 2.5 ounces, of which up to 5 grams may be concentrate, and may grow three flowering plants, twelve immature plants and unlimited seedlings each. Maine is damp on the coast and dry inland, and cold nearly everywhere for half the year. Paraphernalia law turns on intended use and representation rather than on the object, and Maine's cannabis advertising rules bind licensed cannabis businesses rather than accessory brands. Rolling papers are a lawful tobacco product component sold in every variety store in the state.

Maine has a long border with New Brunswick and Quebec, with crossings at Calais, Houlton, Madawaska and Coburn Gore among others. Cannabis cannot cross the international border in either direction, whatever the law in Maine, New Brunswick or Quebec; that is a federal offence on both sides.
