Rolling papers in New Brunswick: the rules
New Brunswick's Tobacco and Electronic Cigarette Sales Act sets 19 as the minimum age for tobacco products, requires tobacco products to be kept out of sight at general retail, and bars anyone under 19 from tobacconists and vape shops unless accompanied by an adult. Retailers apply the 19 rule to rolling papers, and papers sold as tobacco products sit behind the counter with everything else. The federal Tobacco and Vaping Products Act classes papers intended for use with tobacco as a tobacco product and bars furnishing them to anyone under 18.
Cannabis: adults 19 and over may possess up to 30 g of dried cannabis in public and grow up to four plants per primary residence, with indoor plants in a separate locked space and outdoor plants behind a locked enclosure at least 1.52 m high. Consumption is prohibited everywhere except a private dwelling and the land adjacent to it. Cannabis NB is the only lawful retailer, in store and online, and selects its own accessories.
Skins is sold and described in New Brunswick as a tobacco accessory only, through the general retail and tobacconist trade.
