Rolling papers in Newfoundland and Labrador: the rules
The Tobacco and Vapour Products Control Act sets 19 as the minimum age for tobacco products in Newfoundland and Labrador and restricts tobacco display and promotion at retail. Retailers apply the 19 rule to rolling papers. Provincial law goes further than most on supply: no one, including family and friends, may give or sell tobacco products to a person under 19. The federal Tobacco and Vaping Products Act classes papers intended for use with tobacco as a tobacco product and bars furnishing them to anyone under 18.
Cannabis: adults 19 and over may possess up to 30 g of dried cannabis in public and grow up to four plants per residence for personal use. Consumption is restricted to private residences; it is prohibited in public places and in vehicles or boats unless parked on private property with the owner's consent. The NLC regulates and wholesales cannabis and runs online sales as Cannabis NL; in-person sales are through privately licensed retailers, and under-19s may not enter a cannabis store. Those retailers provide accessory outlets beyond general retail.
