Quebec's Tobacco Control Act sets 18 as the minimum age for tobacco products, and retailers apply that age to rolling papers. The federal Tobacco and Vaping Products Act independently classes papers intended for use with tobacco as a tobacco product and bars furnishing them to anyone under 18, so the two regimes agree at 18 for papers. Retailers other than the SQDC that sell accessories must follow the display and signage rules that apply to tobacco accessories.

Cannabis is governed by Quebec's Cannabis Regulation Act, the strictest provincial framework in Canada. The purchase age is 21. Adults may possess up to 30 g of dried cannabis in public and no more than 150 g per residence regardless of how many adults live there. Personal cultivation is prohibited, including possession of a single plant; the Supreme Court of Canada upheld that ban in Murray-Hall v. Quebec (Attorney General), 2023 SCC 10. Smoking or vaping cannabis is prohibited in all indoor and outdoor spaces open to the public, including public roads, and municipalities may add restrictions. The SQDC is the only lawful retailer.

The Cannabis Regulation Act also bans selling any non-cannabis object that carries a name, logo or design associated with cannabis, a cannabis brand, the SQDC or a producer, and bans sponsorship, gifts, rebates and contests tied to cannabis promotion.
