Rolling papers in Nunavut: the rules
Nunavut's Tobacco and Smoking Products Control Act sets 19 as the minimum age for tobacco products, restricts tobacco display and promotion at retail, and prohibits internet and home-delivery sales of tobacco products, requiring retail delivery at a permanent physical store. Retailers apply the 19 rule to rolling papers. The federal Tobacco and Vaping Products Act classes papers intended for use with tobacco as a tobacco product and bars furnishing them to anyone under 18. Because the territorial remote-sale ban is framed around tobacco products, whether it captures papers is a question Skins has referred to counsel, and no direct-to-consumer shipping to Nunavut is offered in the meantime.
Cannabis: adults 19 and over may possess up to 30 g of dried cannabis in public and grow up to four plants per dwelling. Consumption is prohibited in any public place except a licensed cannabis lounge or a place under a temporary licence; hotel and motel sleeping rooms are exempt. The NULC controls supply, sales run through NULC-licensed retailers including remote-order agents, and three licensed physical stores operate, two in Iqaluit and one in Rankin Inlet. Communities may restrict sales.
