Rolling papers in the UK: the rules
The minimum age to buy rolling papers anywhere in the UK is 18. In England and Wales the offence is section 7 of the Children and Young Persons Act 1933; in Scotland section 4 of the 2010 Act, with a statutory age-verification defence; in Northern Ireland Article 3 of the 1978 Order, with a proxy-purchase offence in Article 4A. Retailers apply Challenge 25 and accept a passport, driving licence or PASS card. Trading Standards in Great Britain and district councils in Northern Ireland enforce with test purchases.
The Tobacco and Vapes Act 2026, which received Royal Assent on 29 April 2026, changes the test from 1 January 2027. Section 1 makes it an offence to sell tobacco products, herbal smoking products or cigarette papers to anyone born on or after 1 January 2009, and section 50 defines cigarette papers as anything intended for encasing tobacco or herbal smoking products so they can be smoked. Section 52 applies the same rule in Scotland and Part 3 in Northern Ireland. Age checks therefore become date-of-birth checks against a fixed cut-off.
Cannabis is a Class B controlled drug under the Misuse of Drugs Act 1971, with a narrow specialist prescription route for cannabis-based medicines since 1 November 2018. That has no bearing on the paper: rolling papers are lawful to buy, carry and sell throughout the UK, and Skins sells papers only.
