Maryland sells rolling papers to adults 21 and over. Federal Tobacco 21 applies to papers because FDA regulates them as a component of a tobacco product; retailers check photo ID for anyone who appears under 30, may not give papers away and may not vend them outside adult-only premises. Maryland adds no separate papers statute.

Cannabis has been legal for adults since 1 July 2023, when Question 4 took effect and converted dispensaries began adult-use sales under the Maryland Cannabis Administration. Adults 21 and over may possess 1.5 ounces of flower, 12 grams of concentrate or products with up to 750 milligrams of THC, and may grow two plants per household out of public view. Use in public is not permitted.

Baltimore's paper retail follows its corner stores. Convenience stores and fuel stations across the city carry the common sizes; tobacconists in Fells Point, Federal Hill and Hampden carry a fuller range; and smoke shops along North Avenue, Belair Road and in Towson stock the thin and king size formats. Dispensaries across the city and county sell accessories and keep papers at the register.

Silver Spring and the Montgomery County corridor along Georgia Avenue and Route 29 lean towards convenience retail and tobacconists near the Metro, with dispensaries in Silver Spring, Bethesda and Rockville. Columbia, the planned city between Baltimore and Washington, is served mainly by convenience and fuel retail in its village centres. Annapolis has tobacconists in the historic downtown and convenience retail along West Street and Forest Drive; Frederick has a similar mix on Market Street and along Route 40.

Maryland's climate is set by the Chesapeake Bay. Summers in Baltimore, Annapolis and the Washington suburbs are warm and humid from June into September, and an open booklet in that air absorbs moisture, softens, and burns slowly and unevenly. Winters are cold and, once the heating is on, dry, so the same booklet left open in January goes brittle and the natural gum loses its tack. Western Maryland around Frederick is a little drier and cooler but follows the same pattern.

Keep papers sealed in their wrapper, flat, away from the kitchen and the bathroom, and out of a car parked in the summer sun. Close the booklet after each leaf. In winter, a light touch of moisture on the gum seals better than pressing harder. A thin, low-mass sheet with a cross-weave watermark is more stable through the humidity swing than a heavy paper, because there is less material to absorb or lose water and the weave keeps the burn line straight.

Paraphernalia statutes turn on the intended use of an item and how it is represented, and Maryland's cannabis marketing rules bind licensed cannabis businesses rather than accessory brands. Rolling papers are a lawful tobacco product component sold in every corner store in the state.

Skins is sold and described in Maryland as a tobacco accessory for adults 21 and over, with no cannabis reference on pack, online or at the counter. Dispensaries that carry Skins as an accessory do so within their Maryland Cannabis Administration licence conditions, and Skins does not co-promote in ways that would bring the paper inside those rules.

Maryland retailers that already sell tobacco can add Skins under the same counter rules: 21 and over, photo ID for anyone under 30, no samples, no vending outside adult-only premises. Maryland sales tax applies at the register and papers are outside the cannabis excise. Dispensaries may carry papers in their accessory range within their licence conditions. The range is unflavoured.

Distribution is through the mid-Atlantic tobacco and convenience wholesalers that serve Baltimore, the Washington suburbs and the Eastern Shore on regular routes.
