Rolling papers in Manitoba: the rules
The Smoking and Vapour Products Control Act sets 18 as the minimum age for tobacco products in Manitoba and restricts tobacco display and promotion at retail. Cannabis: adults 19 and over may possess up to 30 g of dried cannabis in public. Home growing has been permitted since 1 May 2025, when The Liquor, Gaming and Cannabis Control Amendment Act repealed the 2018 provincial ban: adults may grow up to four plants per residence, indoors and inaccessible to young persons. Public consumption remains prohibited. Retail runs through LGCA-licensed private stores, supplied at wholesale by Manitoba Liquor and Lotteries, with online sales through licensed private retailers; licensed stores may carry accessories. No provincial rule targets rolling-paper advertising specifically.
