Arizona sells rolling papers to adults 21 and over. The federal floor comes from Tobacco 21, which applies to papers because FDA treats them as a component of a tobacco product, and state law agrees: A.R.S. 13-3622 lists cigarette papers among the tobacco products that may not be sold to a minor. Retailers check photo ID for anyone who appears under 30, may not give papers away as samples and may not vend them outside adult-only premises.

Cannabis in Arizona has been legal for adults since Proposition 207, with licensed sales from January 2021. Adults 21 and over may possess one ounce, of which no more than five grams may be concentrate, and may grow up to six plants per adult and twelve per household in an enclosed, locked space. Use in public places and open spaces is not permitted. Retail is through dual-licensed dispensaries overseen by the Department of Health Services.

Arizona is also one of the states where the paraphernalia statute reaches advertising. A.R.S. 13-3415(C) makes it a class 6 felony to place an advertisement promoting objects designed or intended for use as drug paraphernalia. Skins is sold and described in Arizona as a tobacco accessory only, with no cannabis reference in any medium.

The Phoenix metro is the largest paper market in the Southwest. Convenience stores and fuel stations on every arterial carry the common sizes, tobacconists in central Phoenix, Tempe and Scottsdale carry a fuller range, and smoke shops along Indian School, Camelback and Mill Avenue tend to stock the thinner and larger formats that a chain store will not. Dispensaries across the Valley sell accessories alongside cannabis, and papers are the most common accessory on the counter.

Tucson is a university city with a dense run of smoke shops near Fourth Avenue and the University of Arizona, plus tobacconists downtown and convenience stores across the east side. Mesa, the third-largest city in the state, is served mainly by convenience and fuel retail along Main Street and the US 60 corridor. Flagstaff, two hours north at over two thousand metres, has a compact downtown with a couple of tobacconists and smoke shops serving Northern Arizona University.

Arizona is the driest of the launch states. Phoenix summers run well above 40 degrees Celsius with relative humidity in the single digits on the worst afternoons, and Tucson is not far behind outside the monsoon weeks. That does two things to a rolling paper. The sheet loses moisture and becomes brittle, so it cracks at the fold instead of curving, and the natural gum dries to the point where it needs a firmer, slower press and a little moisture to seal cleanly.

A car is the worst place to keep papers in Arizona; a glovebox in July will cook a booklet in a day. Keep the pack indoors in its wrapper, close the booklet after every leaf and moisten the gum lightly rather than relying on it to grab dry. Flagstaff adds a second variable. At over two thousand metres the air carries less oxygen, combustion slows, and a thin, low-mass sheet burns more evenly than a heavy one because there is less paper competing for that oxygen.

Arizona's paraphernalia statute, A.R.S. 13-3415, defines paraphernalia by intended use and by how an item is represented, and subsection (C) goes further than most states by making the advertising of paraphernalia a felony. That does not make rolling papers unlawful; papers are named in the state's tobacco youth-access law as a tobacco product, and they are sold in every fuel station in the state. It does mean that a paper brand's marketing has to stay on the tobacco side of the line without exception.

Skins does. Every pack, page and counter card describes the product as a tobacco accessory for adults 21 and over. Nothing Skins publishes depicts cannabis or uses cannabis imagery or language. Dispensaries that carry Skins as an accessory do so under their own Department of Health Services licence conditions, and Skins does not co-promote with them in ways that would bring the paper inside the state's cannabis marketing rules.

Arizona retailers who already handle tobacco can add Skins under the same rules: 21 and over, photo ID under 30, no free samples, no vending outside adult-only venues. Arizona levies a transaction privilege tax on retail sales, collected at the register with city and county additions, and papers are taxed as ordinary retail goods rather than under the cannabis excise. The Skins range is unflavoured, so no flavour review is needed.

Because of A.R.S. 13-3415(C), Skins supplies Arizona retailers with point-of-sale material that is tobacco-only and asks that it not be altered or placed alongside cannabis product displays. Dispensaries may stock Skins in their accessory range within their own licence conditions. Distribution is through tobacco and convenience wholesalers serving the Phoenix and Tucson metros. Arizona shares a long border with Sonora, with crossings at Nogales, San Luis and Lukeville. Rolling papers are an ordinary consumer product on both sides and can be carried across in either direction. Cannabis cannot cross the international border in any quantity, regardless of Arizona's adult-use law; that is a federal offence on the US side and a customs offence on the Mexican side.

Inside the state, papers can be carried anywhere, including through Phoenix Sky Harbor and Tucson International, because they are unrestricted items. Cannabis remains prohibited on federal land and in airports, which is where the two products part company.
