Rolling papers are sold in Michigan to adults 21 and over. Federal Tobacco 21 reaches papers because FDA regulates them as a component of a tobacco product. Cannabis has been legal for adults since Proposal 1 in 2018, with licensed retail from 1 December 2019 under the Cannabis Regulatory Agency. Michigan has three major crossings into Ontario: the Ambassador Bridge and tunnel between Detroit and Windsor, the Blue Water Bridge at Port Huron and the International Bridge at Sault Ste. Marie. Cannabis cannot cross the international border in either direction, regardless of Michigan or Ontario law; that is a federal offence in both countries.
