Rolling papers in New York are sold to adults 21 and over. Two rules point the same way: federal Tobacco 21, which applies to papers as a component or part of a tobacco product under the FDA's deeming rule, and New York State's own tobacco age of 21, in place since 2019. Retailers check photo ID for anyone who appears under 30, may not give away samples and may not sell papers from vending machines outside adult-only venues. New York City's ban on flavoured tobacco products means only unflavoured papers belong on a city shelf.

Cannabis law is set by the Marijuana Regulation and Taxation Act and administered by the Office of Cannabis Management. Adults 21 and over may possess up to 3 oz of flower and 24 g of concentrate, keep up to 5 lb at home, and since June 2024 grow six plants per adult, three mature and three immature, with twelve per household.
