Minnesota sells rolling papers to adults 21 and over on two legal bases. Federal Tobacco 21 applies because FDA regulates papers as a component of a tobacco product. Minnesota Statutes section 609.685 then defines tobacco-related devices to include cigarette papers, makes it an offence to furnish them to anyone under 21, and requires retailers to hold a local tobacco licence issued by the city or county. Retailers check photo ID for anyone who appears under 30, may not give papers away and may not vend them outside adult-only premises.

Cannabis has been legal for adults since 1 August 2023. Adults 21 and over may carry two ounces in public and keep up to two pounds at home, with limits of eight grams of concentrate and 800 milligrams of THC in edibles, and may grow eight plants per household with no more than four flowering. Retail runs through stores licensed by the Office of Cannabis Management, selling since 17 September 2025, and through tribal dispensaries under compacts. Use is permitted where tobacco smoking is permitted, subject to local rules and clean-air laws.

Minneapolis sells papers along its commercial streets: convenience stores and fuel stations on Lake Street, Hennepin and Central, tobacconists downtown and in Uptown, and smoke shops along Lake and in Dinkytown near the University of Minnesota that carry the thin and king size formats. Licensed stores that opened from late 2025 sell accessories and keep papers at the register; every shop that sells papers holds a city tobacco licence, and the ID check is firm.

Saint Paul mirrors its twin on a smaller scale, with convenience retail along University Avenue and West Seventh, tobacconists in Lowertown and Grand Avenue, and smoke shops near the colleges. Rochester, built around the Mayo Clinic, is served mostly by convenience and fuel retail with a few tobacconists downtown. Duluth, on the lake, has a compact downtown and Canal Park district with tobacconists and smoke shops, plus convenience retail up the hill and along the North Shore.

Minnesota has the widest temperature range of any launch state, and indoor humidity follows it. Summers in the Twin Cities are warm and humid, and an open booklet absorbs moisture, softens, and burns slowly and unevenly. Winters are long and severe; outdoor air at minus twenty holds almost no water, and a furnace-heated house drives indoor humidity lower than a desert. The same booklet left open in January goes brittle at the fold and the natural gum dries until it will not hold.

Keep the pack sealed in its wrapper, flat, away from furnace vents and radiators and away from the kitchen. Close the booklet after every leaf. Do not leave papers in a vehicle overnight in winter; a frozen booklet thaws damp and then dries brittle. In dry months moisten the gum lightly before sealing rather than pressing harder. Duluth's lake air is damper year round and needs the sealed-pack habit more than the dry-gum habit. A thin, low-mass sheet with a cross-weave watermark holds its shape through these extremes better than a heavy paper, and the weave keeps the burn line straight.

Skins is an ultra-thin, chlorine-free paper with a natural gum line and a cross-weave watermark, 55 leaves per booklet, in a medium and a lightweight weight. Made in Spain and verified in a UK laboratory. There is no tobacco, nicotine, flavour or additive in the sheet.

Minnesota answers the paraphernalia question in its tobacco code. Section 609.685 classifies cigarette papers as tobacco-related devices, sets the sale age at 21 and requires a local tobacco licence to sell them, which puts papers firmly on the tobacco side of the line as a matter of state law. Paraphernalia statutes elsewhere turn on intended use and representation, and the state's cannabis advertising rules bind licensed cannabis businesses rather than accessory brands.

Minnesota's northern border runs along Ontario and Manitoba, with crossings at International Falls, Grand Portage, Baudette and Warroad. Cannabis cannot cross the international border in either direction, whatever the law in Minnesota or the provinces; that is a federal offence in both countries.
