The sale age for rolling papers in California is 21, set both by federal Tobacco 21 and by the state's STAKE Act. Retailers must check photo ID for anyone who appears under 30, may not give papers away and may not vend them outside adult-only premises. California's licensing law treats any component, part or accessory of a tobacco product as a tobacco product whether or not it is sold separately, so a retailer that stocks papers with tobacco holds a CDTFA Cigarette and Tobacco Products Retailer's License. There is no excise tax on papers. Flavoured tobacco products cannot be sold in California under SB 793, and from 1 January 2026 products must appear on the Attorney General's Unflavored Tobacco List.

Cannabis has been legal for adults since Proposition 64 in 2016, with licensed retail and delivery from January 2018 under the Department of Cannabis Control. Adults 21 and over may possess 28.5 grams of flower and 8 grams of concentrate and may grow six plants per residence. Use in public is not permitted, though licensed consumption lounges operate where a city allows them. Around half of California's local jurisdictions still prohibit storefront retail, so availability depends heavily on the city.

Los Angeles has more places to buy papers than any city in the country. Corner markets and liquor stores across the basin stock the standard sizes, tobacconists in Hollywood, Silver Lake, Downtown and the Westside carry a deeper range, and smoke shops along Melrose, Venice and Sunset carry the thin and king size formats. Licensed cannabis retailers from Venice to the Arts District sell accessories, and papers are usually at the register.

San Francisco has a dense network of corner stores and a long tradition of tobacconists on Haight, in the Mission and around Union Square, plus licensed retailers in SoMa, the Mission and the Sunset. Oakland across the bay is similar, concentrated along Telegraph, Broadway and International. San Diego's smoke shops cluster in Pacific Beach, North Park and around San Diego State, and its licensed retailers spread across Mission Valley and the South Bay. Sacramento, the state capital, is served by convenience and liquor retail plus a smaller number of tobacconists in Midtown.

Skins is launching in California with independent retailers in Los Angeles, San Francisco and San Diego, then Sacramento and Oakland. Each retailer holds a CDTFA licence, and every confirmed counter is published on the stock page.

California's climate depends on which side of the coastal hills you stand. San Francisco, Oakland and the Los Angeles beach cities live under marine fog and salt air for much of the year, and an open booklet there absorbs moisture, softens and burns slowly and unevenly. Sacramento, the Inland Empire and the San Diego back country are hot and dry from May to October, where the opposite happens: the sheet dries, becomes brittle, and the natural gum loses tack.

On the coast, keep the pack sealed and away from the bathroom and the kitchen, and store it flat so the leaves do not curl. Inland, keep it out of a parked car and close the booklet after every leaf; a light touch of moisture on the gum before sealing does more than pressing harder. In both cases a thinner, lower-mass sheet behaves better because there is simply less paper to swell or shrink, and a cross-weave watermark keeps the burn line straight even if one edge has taken on a little more moisture than the other.

Skins is an ultra-thin, chlorine-free paper with a natural gum line and a cross-weave watermark, 55 leaves to a booklet, in a medium and a lightweight weight. It is manufactured in Spain and verified in a UK laboratory. The California range is unflavoured; there is no tobacco, nicotine or additive in the sheet.

California's paraphernalia and cannabis-marketing rules turn on intended use and on how a product is represented, and they bind licensed cannabis businesses rather than an accessory brand. Rolling papers themselves are a licensed tobacco product component, sold in every corner market in the state. What keeps them on that side of the line is the way they are described.

Skins is sold and described in California as a tobacco accessory for adults 21 and over. Packaging, web copy and point-of-sale material never depict or reference cannabis. Where a licensed cannabis retailer stocks Skins in its accessory range, that retailer's Department of Cannabis Control licence and the state's cannabis advertising rules govern the display inside the store, and Skins does not co-promote in ways that would pull the paper into those rules.

Wholesale runs through the state's tobacco and convenience distributors, who already hold the CDTFA distributor and wholesaler licences the channel requires. Licensed cannabis retailers may carry Skins as an accessory within their own licence conditions. Point-of-sale material is tobacco-only and bilingual where a retailer requests it. San Ysidro, between San Diego and Tijuana, is the busiest land border crossing in the western hemisphere, and rolling papers pass through it in both directions without restriction because they are an ordinary consumer product on both sides. Cannabis does not. It is a federal offence to carry cannabis across the international border regardless of California law, and Mexican customs treats it the same way.

Within California, papers can travel anywhere, including through LAX, SFO and San Diego International, because they are unrestricted items. Cannabis remains prohibited on federal property and in airports.
