Illinois sells rolling papers to adults 21 and over, on two legal bases. Federal Tobacco 21 applies because FDA regulates papers as a component of a tobacco product, and the state's Prevention of Tobacco Use by Persons under 21 Act treats tobacco accessories, including cigarette papers, as age-restricted at 21. Retailers check photo ID for anyone who appears under 30, may not give papers away and may not vend them outside adult-only premises.

Cannabis has been legal for adults since the Cannabis Regulation and Tax Act, with licensed dispensary sales from 1 January 2020 under the Department of Financial and Professional Regulation. Illinois residents 21 and over may possess 30 grams of flower, 5 grams of concentrate and 500 milligrams of THC in infused products; non-residents may possess half those amounts. Home cultivation is limited to registered medical patients, up to five plants; there is no adult-use home grow. Use in public is not permitted, though some localities allow consumption sites adjacent to dispensaries.

Chicago's paper retail is neighbourhood by neighbourhood. Aurora and Naperville, the state's second and fourth largest cities, are suburban markets served mostly by convenience and fuel retail along the Fox Valley and Ogden Avenue corridors, with a few tobacconists in their downtowns and dispensaries in both. Springfield and Rockford have compact downtowns with a tobacconist or two, smoke shops near their universities and convenience retail spread along their main roads.

Illinois weather is continental with the lake on top. Chicago summers are humid and warm, with the moisture off Lake Michigan hanging in the air from June to September; winters are long, cold and, indoors, very dry once the heating runs. Downstate Springfield is more humid still in summer. A thin paper feels both extremes: an open booklet in a humid July kitchen softens and burns slowly and unevenly, and the same booklet left open in a heated January flat goes brittle and the natural gum loses its tack.

Store papers sealed in their wrapper, flat, away from steam and radiators, and never in a car parked on the street. Close the booklet after each leaf. In winter, moisten the gum lightly before sealing rather than pressing harder. A thin, low-mass sheet with a cross-weave watermark is more stable through the seasonal swing than a heavy paper, because there is less material to absorb or lose moisture and the weave holds the burn line straight.

Paraphernalia statutes turn on intended use and on how an item is represented, not on the item itself. Illinois goes further than most states in the other direction by naming cigarette papers as a tobacco accessory in its under-21 tobacco law, which places them squarely on the tobacco side of the line. The state's cannabis advertising rules bind licensed cannabis businesses rather than accessory brands.

Dispensaries may carry papers in their accessory range within their licence conditions. The range is unflavoured.
