Massachusetts sells rolling papers to adults 21 and over under federal Tobacco 21, which applies because FDA regulates papers as a component of a tobacco product. Retailers check photo ID for anyone who appears under 30, may not give papers away and may not vend them outside adult-only premises. Massachusetts adds a point-of-sale requirement that is unusual in the country: under M.G.L. c.94C §32I, any premises selling rolling papers must display a printed warning that the papers are not to be used with a controlled substance, and retailers who do not face a fine of 50 to 200 dollars. The state's 2019 ban on flavoured tobacco products means only unflavoured papers may be sold.

Cannabis has been legal for adults since Question 4 in 2016, with licensed retail from 20 November 2018 under the Cannabis Control Commission. Adults 21 and over may carry one ounce, of which up to five grams may be concentrate, keep up to ten ounces at home and grow six plants each with a household cap of twelve. Use in public is not permitted; social-consumption licences are being phased in. Municipalities control local zoning for retail.

Springfield in the Pioneer Valley follows the same pattern along Main Street and State Street.

Massachusetts is coastal in the east and continental in the west, and both halves swing hard between seasons. Boston and the North Shore are humid through summer and fog season, so an open booklet absorbs moisture, the leaf goes soft and the burn slows and drifts. Winters are cold and, indoors, dry; the same booklet left open in a heated flat in February goes brittle at the fold and the natural gum loses its tack. Worcester and Springfield are drier in summer but colder in winter.

A thin, low-mass sheet with a cross-weave watermark handles the seasonal swing better than a heavy paper, because there is less material to absorb or lose moisture, and the weave keeps the burn line straight.

Skins is an ultra-thin, chlorine-free paper with a natural gum line and a cross-weave watermark, 55 leaves per booklet, in a medium and a lightweight weight. It is manufactured in Spain and verified in a UK laboratory. The Massachusetts range is unflavoured, as the state requires; there is no tobacco, nicotine or additive in the sheet.

Massachusetts draws the line between papers and paraphernalia in an unusually explicit way. M.G.L. c.94C §32I sits in the state's drug paraphernalia chapter, and rather than restricting the sale of rolling papers it requires every seller to post a warning that they are not to be used with a controlled substance. That notice is the state's answer to the question of representation: papers are lawful tobacco accessories, and the seller says so at the counter.
