Rolling papers in Nevada are sold to adults aged 21 and over. The rule is federal: Tobacco 21 has applied since 20 December 2019, and it reaches papers because the FDA regulates them as a component or part of a tobacco product under its 2016 deeming rule. Retailers check photo ID for anyone who appears under 30, may not give papers away as samples, and may not sell them from vending machines outside adult-only venues. Nevada does not add a separate papers statute.

Nevada's cannabis rules are set by the state. Adults 21 and over may possess up to 2.5 oz of flower or 0.25 oz of concentrate. Home cultivation of up to six plants per adult is permitted only for people living more than 25 miles from a licensed store, which excludes almost everyone in Clark and Washoe counties. Sales run through dispensaries licensed by the Cannabis Compliance Board, and licensed consumption lounges are the only lawful place to use cannabis outside a private residence. Casinos, hotel floors and the Strip are off limits. Medical access dates from 2000.

Nevada is the driest state in the country.
